The government is complicit because they are coddling the communists and the Islamists to keep them on side. Just as anyone on the right with two brain cells to rub together recognises the golden opportunity to purge our enemies "for the Jews" (but actually for us), anyone on the left with an ounce of honesty recognises the fracture line within their own support base that threatens to tear them apart.
