Doesn't really matter what it's for. Just invent some reason that can be dropped the second the town no longer has to pay. Like say, to purchase and have installed a flag pole for the flag they don't have.
Remember, that fine isn't meant to punish the human rights or borderland pride. They (the town) just need that money to buy and install a flagpole to put the flag on they got fined for not having.

My good brother, I think you got the arithmetic flipped in the rush. For a population of 1000 that would be $10 each. You'd need a population of <10 for that to be more than $1000 each.
