We've known what this propaganda structure is, but it's good to pull the details out of it. Our first hits of this came from the Twitter files. Project Veritas reported on the Congressional Investigation, and Judicial Watch is finally pulling out the emails.
Just to give you a rundown, it is a massive information laundering operation. DHS, via their sub-department CISA, created the Election Integrity Partnership. This partnership contains Civil Society organizations, Data Analytics firms, Universities, Social Media companies, and news outlets.
This partnership took in complaints from "Civil Society Organizations" (read: George Soros backed progressive organizations) and universities (like Stanford's Internet Observatory). The EIP reports on the complaints and connects the complainants to pay for data analytics companies like Graphika or Universities computer forensics departments, or The Atlantic Council's DFRLabs to generate data analysis on their complaints. The EIP then makes a report on the analysis that they got from their own complaint. Journalists cite the report from the EIP in a smear piece. The EIP then reports on the media citing their own report to claim that these complaints must have legitimacy.
So, to make it simple. The EIP:
