Look at the shounen anime this season: Work hard, nose to the grindstone and you'll do well, just don't make waves (Healer is the strongest). Do make waves, but only to harshly as possible harm those who are societal dissidents (talker). It is more important to fit into society than to be strong (dragon rebirth).
All their youth-oriented shows, even if they're harem ecchi wish fulfillment, still echo and repeat a sentiment of "a strong and stable society is more important than individual merit". It's not their preached message, just subtly in the background. Hell, Arifureta is all about one guy being the bestest strongest ever, but the last entire story arch is about taking down a kingdom ruled on such a premise, and reaffirming that the MC's an outlier, that society shouldn't run on his systems. They actively celebrate societal cohesion and monoculturalism, because of the myriad benefits it brings them.

People are far less likely to commit petty crimes if they know that being caught might have them rotting in a cell with no real ability to mount a "defense" within days.
Lots of crime goes unreported in Japan, so I've read many times.
If police don't think they can solve a crime? They just toss it, uncounted.
A lot of 'suicides' in Japan are "Clinton-Style" but again if there's no leads? Or corruption? It goes in the books as "suicide by multiple self-inflicted blows to the head" or something.
There's also that whole "cultural shame" garbage, which helps in many things but is harmful in other ways :/
At risk? In Japan? There's like zero crime. The only violent and property crime usually comes from illegals.
