I can't believe I'm defending netanyahu, but most wars have a 2:1 civilian to military kill ratio. All military leaders who engage in war are guilty of killing civilians. Letting them be tried by some retard-court doesn't make any sense. Any kind of international law must be backed with teeth.
I didn't learn that fact merely in the context of US-backed wars. I'd need evidence that other wars have a lower ratio. I doubt you'll find it, given the averages in Africa. Something like 5 million people died in the Congo civil war. It's got to dwarf anything in the West.
