The statistics show that this was very much what was going on in 2020. I think there were some organized DNC fraud efforts. But in a lot of cases it felt like "count every vote" was the signal to do whatever you could, wherever that was.
The 25 counties in the US that had over 100% turnout weren't really the ones that were hyper focused on, some weren't even in swing states.
