It's not the worst possible outcome for them, it's the worst possible outcome for the cops. The whole point is that the police need to be consummate professionals so they can help people, even if those people are biased against them. Complacency is not an acceptable result because your expectations are skewed one way or another.

I didn't suggest complacency, only even more heightened nerves. You decided to turn it into "if you don't relax around blacks you must be complacent around others" which is foolish binary.

Except it doesn't. There is a reasonable level of caution and a necessary one, and both are correct at different times based on available data, experience, and training.

Being at 200% around a group of squirrely white guys is how you get Daniel Shaver. Being at less than 200% around blacks is how this cop almost died.

No, you get Daniel Shaver by engaging in criminal misconduct and shooting an unarmed individual who was begging for his life. If that's "200%", anyone at 200%, at any time, should be in prison.

Being at 200% around American blacks is unnecessary, and will likely lead to brutality, abuse, and neglect of innocent people. If "200%" gives you Daniel Shaver, there is no ethical justification for creating a black Daniel Shaver.

All you have to do is treat people in a procedurally fair way. Racial stereotyping has nothing to contribute. Training, data, and experience doesn't promote racial stereotyping, it eliminates it. It's not going to be a stereotype that cops are going to rely on to make decisions in the field. They are going to rely on the knowledge of how criminals and normal people operate and behave in their specific communities. "X group is 15% more likely to y" is simply too broad of a statistic to be applied to real life local situations. Instead, it has to be "w people, who live in x community, at y time of night, will be patrolling z streets in cars of 4 people if they are looking for a drive by."

This gets worse if the community is homogenous. Now your stereotype is entirely useless. If the cop, the prosecutor, the judge, the witness, the victim, the victims grieving family, the suspect, and the uninvolved bystander are all black; then stereotyping means nothing. Unless we are going to tell the black cop that he should treat the grieving victims family like Daniel Shaver because "he can never relax".
