This is a common thread.

The big difference between the experiences of conservatives and libertarians in regards to law enforcement is that the conservatives lived in an environment where governance and law enforcement could be trusted to be legitimate and competent. Therefore, they see it as a crucial aspect to ordering society. Libertarians lived in an environment where governance and law enforcement had no integrity, accountability, and they were the target of it.

The conservatives are shocked that libertarians would be glad to see cops go because the conservatives never experienced an unaccountable government to such a degree that you gave up on the entire concept of governmentally applied justice altogether; and think that the police are a lynchpin to keep society ordered. Whereas the libertarian is prepared to risk order-by-government if it can prevent the government from being worse than the criminals (or their enforcers).

It's kind of an irreconcilable difference. The conservatives are unwilling to sacrifice order at the risk of potential tyranny. The libertarians are unwilling to risk tyranny to achieve order.
