Could be a Hail Mary by the devs so they don't get fired for slacking off while management decides what to do with the studio.
Not sure what they could possibly do to make it succeed. They still have to keep the shitty design to "own the chuds" and gameplay isn't suddenly going to be fun when it took them 8 years to produce this turd.
Sure, other games have turned things around, e.g. No Man's Sky and I think Cyberpunk. But there was a massive playerbase and astronomical interest in these games. Nobody gave a shit about Concord at any point in time.
No Man's Sky was a miracle turnaround by it's own right. I don't expect to see such a thing happen again in my life time.
No, at release the game had nothing. Easy to build something when the game has nothing to begin with. And the core game didn't evolve at all, it's just a boring survival game.
The game director is still a liar and the cross dresser in that team still had some rando fired over a tweet.
Not to mention FFXIV. I think that while both games were fantastic to watch get better, it may have given a lot of exaggeration of the kind of shit that studios would be able to pull in the future.

It didn't have "nothing", it just didn't have any of the features it promised to have implemented. The core game play was still present.
Speaking of which, the core gameplay shouldn't evolve. If it doesn't, you're making a different game.
