For those wondering, domestic battery doesn't mean he abused his wife or something like that, it's a battery charge that involves family members, so I'm guessing that he got into a spat with one of his parents, since I believe he was living with them after separating from his wife. I could be entirely wrong though, so don't take what I'm saying as gospel. I'm just guessing.

If the cops get called to a domestic situation they have to arrest somebody if there's any evidence at all.
"He raised his voice and I felt threatened" --> arrest.
Then the DA sees there's not enough evidence for a trial and says "sign this saying you're really really sorry and you can go".
They have to arrest somebody period, in some states, if called on a domestic. It's a policy to keep them from having to come back.
