I have a progressive friend IRL who made such a suggestion, and he knows I know history, so I had to tell him that I've never, in all of human history, seen an incident where a false flag assassination took place with live rounds fired at the guy ordering the fake assassination.
The level of risk is so extreme that it can't be safely done. Given the weapons and the range, the cone of fire means that there's no way to tell the difference between a fake assassination and a real one, because the rounds will still be landing on him.
There's never in 3 lifetimes going to be any knowledge from any ballistic investigation so easily you can get around that by targeting some guy in the crowd from a different vantage.
Any investigation is going to be a scam, you the target audience already expect that.
