IIRC the term "WMD" applies to three four things: biological, chemical, and nuclear, and radiological. So it could have been any of those.
In other news I once remember reading that the USA had a policy that it would respond in kind were anyone to use a WMD on them. However the USA didnt employ biological, chemical, or radiological weapons at the time so regardless of what was used on them the response was going to be a nuke.

That's the normal language, but some states have expanded that concept in state law to refer to explosives like bombs or grenades.
