It suggests that the French state isn't being given access to a backdoor by Telegram. It doesn't necessarily suggest that the state doesn't have access through other means though, as it may be in their best interest to act like they don't even if they do.
Some rumblings that the arrest was really because he was working with the Russian government, but he fought them long ago with telegram so it's hard to believe.
Plus they need Russia to be the bad guy so they'll pull a stunt like this to frame it that way to the masses. Russia bad. This guy was born Russian. So he bad. So whatever we do to him is good. Smokescreen for their bullshit.
I would imagine security services could get into telegram but wouldn't share it with national police forces.
Even if they couldn't directly get into the data stream somehow, which it all travels on undersea cables in the end. You use Telegram on a phone which is far less secure than the app itself.
This is a fair point really. Only having access to the device side is incredibly slow and painful for collection services however, and they of course miss a lot that way.

It'd stand to reason. They wouldn't be upset if they were getting the data.
Sure looks that way.

Police not security services.

It's never enough for them.
