in urban centers, the bulk of library usage isn't focused on books themselves, but on the fact that it's free indoor space with AC/heat. this guy is just a fart sniffing faggot.
Throw in free internet access, and you also run into the issue of people (see bums, teenagers, and degenerates) consuming or attempting to consume porn in public.
