I believe they couldn't run someone else other than Harris and keep the campaign money. Not that they couldn't try that, but the big ticket donors would get pretty upset.

Still kind of fishy, you can't just move the VP to the head of the ticket and keep all the money.

I'm surprised no one challenged them on that

I don't know the specifics, but I think it works because you're specifically donating to the Biden-Harris Campaign, not just Biden or the Presidential Candidate.
