the point is, there's plenty of software that does what Photoshop can do that you can actually own.

Gimp is surprising powerful if you know how to handle it. Just a bit weird if you are used to Photoshop. Personally edit stuff in Krita more since I am used to it though.

There's also the GIMPshop plugin that reworks the UI to better resemble Photoshop.
