Black people are lower on the intersectional totem pole so they can kill as many Asians as they want. Black people can't appropriate culture because they don't have power and privilege.
The answer that will come out of their mouths won't be as straightforward as that though, they will just obfuscate and claim that you are racist for not wanting to play a black man in a Japanese setting.

Just to be pedantic, it's higher on the intersectional totem pole, the inverse of what they say about privilege - deities highest on the pole are the most powerful and revered. :)
