You know, places where the homelessness policy is "fuck the homeless, we toss you in prison work-camps if you're out past curfew without a camping license" tend to have very few year-over-year homeless. Not saying it's compassionate or empathetic, only that giving to the homeless = more homeless while taking from them = less homeless, same as literally any other demographic in the world.
If I gave record spending to people who waste money on gacha games, guess what? Gacha game whales would go way up. If I give record spending to people who buy carrots at the grocer, we're gonna have a shortage of carrots from the additional people. You give record spending to the homeless, well, same deal. It becomes a more lucrative option compared to, say, waiting out a bad situation at home until you amass enough currency to drop some rent down-payment.
Male compassion says "people are homeless because they need more supervision and structure in their life, and the place with the most of that is prison". Problem solved.
Female compassion says "homeless people are starving and cold, so let's give them fire barrels, tents, and food so they're less miserable". Symptoms alleviated.
Both are compassionate, but you can't solve a systems problem with feelings and you can't solve a feelings problem with systems.
