Male compassion says "people are homeless because they need more supervision and structure in their life, and the place with the most of that is prison". Problem solved.

Female compassion says "homeless people are starving and cold, so let's give them fire barrels, tents, and food so they're less miserable". Symptoms alleviated.

Both are compassionate, but you can't solve a systems problem with feelings and you can't solve a feelings problem with systems.
