I think they're just too limited by having the title belonging to a "Time Lord." I suggested they switch the lead character to be a refurbished-but-wheelchair-bound Cybertranny speaking in pidgin, but noooooo. It wasn't "sexy" enough for the flesh fetishist fascists.
