Tapering down extreme cases of addiction might be a reasonable use of some money, but that's not what this or any other "harm reduction" program is for.
Nothing the left does is aimed at fixing things. They just manage the broken state of things and people. That's more profitable, both financially and in a virtue-signalling economy, because it goes on forever. Just like the drug companies they so despise they prefer a treatment over a cure.
They seek to control people using lasciviousness and other vices. Alcohol as a drink is fine, but when used to control people can set things on fire. They don't seek to solve the problem in the same way a politician doesn't want his constituent to actually rise above his problems.
