To play devil's advocate, since everyone here ignores the issue when complaining, depopulation is a giant crisis that needs some form of address. Simply telling the japanese (and europeans, for that matter) to have more babies hasn't worked for decades. Pensions and healthcare becoming insolvent isn't tolerable. Something has to be done.
Immigration is one solution. I don't know how feasible it would be to lower childcare costs through subsidies. It's hard to think up alternatives.

Funny thing, people in antiquity didn't have government gibs, yet they had babies anyway. Almost as if children are nature's retirement plan.
