Hmm, I think we need to add more bureaucracy to this deal, How about the government design a special form in which the people need to gather all their criticisms, this form can only be submitted once every 4 year, and the people will have about 2 weeks to fill it in once it has been opened. The request to open is submitted to the government which will review the request and then after arbitrary time up to about 4 years will publish it for the people to fill in. This ensures that that peoples voice are still heard without causing undue mental health problems for our glorious leaders, aswell as ensuring all is done in the proper civilized manner.
