Biden said he “got shot down in New Guinea”, adding “they never found the body because there used to be a lot of cannibals, for real, in that part of New Guinea.”

Almost certainly not, given that’s where the Battle of Kokoda was fought, and I don’t recall any mention whatsoever of cannibals in that context.
Could be wrong, though.
My dad visited New Guinea in the 1970s. There were still cannibals in the highlands then. Heck, there were costal cannibals, who raided villages in boats.
There are probably still people who consume human flesh in the mountain highlands now, but only as part of funeral rituals or similar.
