The entire point of the move to Vegas is to get money from the casinos. He purposely made the team bad, traded 118 WAR worth of players over the past 4 years and does everything possible to leech off of revenue sharing to justify the Vegas move to himself and Manfred.
The owners are only going along with this because the emotional blackmail of "give us taxpayer dollars for the stadium or we will relocate" only works if one of them actually relocates.
