Why would they need her to testify at all? Surely they could have easily put together a case with the financial records from the, y'know, missing billions of dollars. Not only that, she seemed to be the one who was more responsible for the financial malfeasance.
She agreed to testify against SBF in exchange for a no prison plea deal. She had to pay a fine and if I remember correctly plead guilty to a felony.

They don't need her but it helps and makes their case simpler. It's just how the feds work.
