If the pattern holds, there is a good chance the population of those islands will eventually electorally overwhelm the previous population. you know, replacement.
Which is why electoral systems everywhere need to be changed to prevent cosmopolitan city-state authoritarians from ruling over the countryside. On the contrary, the cities need to be walled off and ruled from the outside with an iron fist.
