The risk OF doing it is not just NY but EVERY Blue district or at least legally blue will have a mass exodus of companies knowing you would try to take their shit. Then there's the knock-on affect of surcharging as everything will have to be delivered in, no company will warehouse product in areas where they can be seized, that means applying the price of every delivery onto the customer unless they drive their ass to get it themselves.
Now I wouldn't be in this spot in the first place as I'm not an idiot, but if I was, I'd rather be a pussy than be the reason that Escape from New York became a documentary..
Yeah, it's really going to suck to watch them open pandora's box as a gotcha and then watch as every industry that has any items that they bought for one price and turns around and sells them for another become a potential target.

A couple of real estate companies already announced that they are pulling out of purchase deals in NY because of this.
