We do have majority and minority whips in both the House and Senate. They rank 2nd or 3rd in the party leadership depending on the chamber and whether they're in the majority or minority. Party leadership in the House can make life difficult for a pain in the ass representative if they're so inclined, but they don't have the kind of power that a whip in the UK would have. Party leadership is even less powerful in the Senate.
