I'd disagree with that in terms of Redneck and Hillbilly as when I hear those terms I think of people who are highly resourceful with the limited resources they have. It's why it's usually a warning than an insult.

To be fair, I would personally mostly describe them as "hillbillies", which I don't feel is that derogatory (as Soctatic pointed out), and is fairly accurate to describe this subculture, I feel, however the people I was quoting definitely intended it to be derogatory, so...
