Its a weasel wording. You can be detained without committing any crime nor being charged with anything.
They use it because they don't want to deal with the question of "well what law did he break" because they know they have nothing. They are hoping that during the questioning the cops will come up with something and go from there.
I think you're giving them too much credit.
They used "detained" because it sounds more like a big word.
Currently probably, but the reason it was inserted into the lexicon so much that they know the word and reflexively use it was deliberate.
These people live and breathe trends and media propaganda. Everything they do was planted into their minds by someone. Including most of their vocabulary.
Its why the NPC meme exists. Because someone started using a word or phrase, and then every single one of them follows by using that noticeable bit going forward.
