I remember having a similar experience around 2010 when Arizona passed a state Bill essentially saying that they were going to do the feds job in protecting the southern border. all the news was denouncing it it as a racist 'No Mexicans' bill, saying the police were going to go door to door, arresting brown people, and checking them over the border.
the reality was that it was just a provision to guard the southern border, and several of my friends relented when they actually read the bill along with me.
Every bill should be presented hand written by the person bringing it to the floor. They really should be written using quill and ink as well but I think that would draw too many bullshit comparisons to the 2nd.

This is why legislation is so long and full of jargon, the less likely the public are to read it and instead vote purely on political party views
