That's typically not true. Near the top, but typically not at the top. Normally you get stuff like Indians.
This has only become even potentially true recently due to all of the racist hiring and promotion practices that Indian managers have used to take over all of the tech industry, and only really applies to the US. Indians aren't some magical brilliant, hard-working demographic -- they're just extremely nepotistic.
That coincidence is kind of telling, though.
Actually, like the chinese, overseas indians are actually sufficiently more competent and successful than the majority of the domestic population. Kind of like how Africans do well in the US as well. It's a bit of a biased selection of high performers.
Nepotism wouldn't surprise me, but I suspect it's probably closer to regionalism and classism (caste-ism?) if we were going to pick one. But, successful performance is definitely present.
I'm not trying to say that Modi isn't trying to push it. If you're a nationalist, don't forget to keep them in your nation to improve your nation. Don't colonize everyone else.
Indian managers will typically only hire other Indians. Once a new hire is brought on, however, they go hard on casteism. Articles like this one come out a couple times a year.
This hasn't been my experience so far, but I would suspect the caste-ism would occur before hiring as well.
