They may have been looking to originally link this with Trump somehow, but because the capitol was physically breached, and because Miley had effectively instituted a coup, and because everybody else was basically all-in on removing Trump, there probably wasn't any need to go further.
Remember that AOC was accusing Ted Cruz of trying to have her assassinated. Congressmen making objections to the electoral count were themselves being declared insurrectionists. The riot benefited them, but the political left didn't need any actual bombs to over-react. To this day, they are still over-reacting.
I think they wanted to keep the narrative on just the violence of a riot, rather than pushing a more convoluted conspiracy that could risk their own agents in the field.
I think the bombs being at both the DNC and the RNC does get in the way of the evil MAGA narrative. Unless the deep state was trying to say MAGA was trying to erase even conservatives that weren't pure enough.
Probably something like that. You'll notice the narrative that Joe Biden still uses is "MAGA are an extremely small minority". That doesn't fit with the explicit Left-wing narrative that "MAGA owns Republicans now".
One is a statist narrative, the other is a Leftist narrative. The FBI were probably going to go with the Statist narrative.
