Debatable, the fact nukes have only been used against humans twice is what's kept them as a 'mythical status' weapon that we can't ever use compared to the conventional weapons of napalm, cluster munitions, white phosphorus etc
I'd prefer not having a nuclear cannon be the first option in a war..
