USED underwear isn't a vending machine thing, because its value comes not from the fact it is used, but who it was used by, and thus is much more profitable and common to be sold directly from the "manufacturer".
I'm sure one or two could be found, Japan has a weird obsession with vending machines selling literally anything, but they're a far-off exception, not anything approaching the level of common that drag queens talking sex to children is in the USA.
