What does buying Hunter's art do for them, honestly? Are they going to have Joe's handler's ear for one more minute? I really don't get this.
It's how they launder money. You can't just give it over, it has to be documented for a purpose so you just "buy" worthless art.
The grift is essentially this:
Lobbyist: I need you to vote X.
Politician: look at my son's painting! It's worth at least Y million!
Painting purchased, vote magically goes that direction. 50% for the big guy.
