They need a certain amount to keep their budget up. Because if they don't have any "special needs" kids then the half a dozen teachers, counselors, and "activity coordinators" aren't needed. Nor is their huge budget designed to constantly keep low functioning tards stimulated and in 1 on 1 time.
Like, its easy to see all this as them acting as cartoon evil monsters or politically motivated predators (which are both certainly part of it), but its usually always founded back in getting money and expanding power.
From what I hear they hand out IEPs like candy these days. It's a win-win: The kid gets accomodations they don't need and their lives get easier, and the school gets that sweet federal sped money. It's fucked up because a psychiatrist with decades of experience certified that I actually need testing accomodations but college disability offices and testing centers make me jump through ungodly hoops because they have to filter out posers. I ended up not applying to grad programs that require GRE scores because it was such a pain in the ass to deal with that shit during lockdowns.
