A non fucked up more nationalist country would develop AI with a Philosophy of safeguarding it's people from external threats so at least know there's no need to kill EVERY human for 'the greater good'
They haven't figured out how to keep the cars from running into things, so I don't see how they'll keep the robot from hurting people.
Robots are used in factories all the time. They just have to be in cages, because they have no concept of how not to disassemble you if you get in their way. They don't even have the sensors necessary, nor are such easy to construct.
Based on Tesla's track record, my guess is they'll just go for it and deal with some consequences until someone external moves to force their hand like OSHA.
