Step two : fund some revolutionists

Step three : get the revolutionists to blame someone else(your enemies) for the problem, instead

Step four : destroy your enemies by using the revolutionists

That's exactly what happened in France when the revolutionists blamed the monarchy for French people's poverty when in reality the people behind their poverty were the same people who were funding them. The banking Rothschild family and other such families who had a vested interest in overthrowing the monarchy so that they can come in and take control of the power vacuum
