I've said it before, and if we're going to arrest everyone who did drugs and had sex in the 80s, it's going to be a lot.
Or the 90s. Or the aughts.
I don't know exactly when modern mores about doing drugs and having sex evolved. it used to be that if you did that, your actions were on you. Now people want to say: the drugs made me do it, and it's someone else's fault.
Regret. The 60s through the 00s produced a lot of angry, bitter, resentful women. Hooking up destroys them, but they keep rushing towards it like moths to the flame.

No, women get to say that. Men are still expected to be 100% responsible for their actions when under the influence of drugs. Only women get to take any poor decision they make and point at the closest man and say, "it's his fault!" or if one isn't available, just blame it on all men instead.
Pretty much the law in Western countries. If two people get shit-faced drunk and don't remember anything that happened last night - and she regrets it - he is a rapist. This has been explicitly upheld by many judges, and normies will defend this line of thinking as correct and proper.
