Cases like this can be built in the same way a "discrimination" case could, i.e. by statements the charged person made or if they chose to do business with another company over an Israeli one when the Israeli one had a plausible argument that they were a better fit. That's the kind of evidence the state could try to build.
Again, what's the libertarian case for supporting this expansion of state power? You haven't argued any of this from a libertarian perspective.

There is no expansion of state power. Refusing to fund things that are participating in enemy action is not the expansion of state power.
Yes, it is an expansion of state power. It's giving the state the ability to weigh ideology in its contracting. Its contracting can be thought of as a "necessary evil" in order for there to not be anarchy. It's weighing of ideology cannot.
The contracting is a necessary good, not a necessary evil. The spending of government dollars is the necessary evil.
