Laugh manically as the NGO's dump hordes of criminals into a separate country, lowering the security costs of the prisons, while keeping the dissidents for yourself to never let out, and monitor the remaining dissidents that try to escape onto the NGO's
Tell the western government that the dissidents who escaped are actually convicts and should be arrested and deported back to your country.

The first trick doesn't involve NGO's in the game. But what you can do is select the option to find each person in leadership of the leadership of dissident factions, then have the secret police arrest them, then issue the "deport to Florida" edict which empties your prisons, and damages your relationship with the US.
