Wonder how many people she arrested for mean tweets, expressing unease for the growing number of brown-skinned rapists in the country (or alternatively, any that claimed to identify with a letter), or criticizing the current regime in how it was (not) dealing with them?

Technically not in public because she was behind a bush, but that still probably breaks some law.
Most places define shrubbery as part of the public walk or park that it grows upon. Unless you're implying the shrubbery was locked away inside a private building?
