I think you underestimate the sheer amount of "artists" and "content creators" who use Twitter for the majority of their advertising and bring obscene numbers of people to the platform.
Tumblr also thought it was a great place for discussion and its literally the foundational bed of a huge portion of the Woke ideology and its rank and file believers. None of that was enough to stave off its death.
Tumblr was a great place for discussion if you liked to ship cartoon characters together or you were mentally ill or you were a 13-18 year old female. I haven't seen any evidence it grew beyond that.
