But that says "Marked as unessential (if applicable)", havent played skyrim in a while but usually only the Jarls, Guildquestlines and Mainstory npcs were immortal and some could even lose that status once they werent relevant anymore. You still had like 60% named npcs like merchants you could just kill. In Starfield the most basic unimportant merchant in the corner of the map is immortal.
Skyrim fallout4 you maybe had 10 npcs which are immortal, in Starfield its almost every named npc.
I can't compare to Starfield, having not played it, but Skyrim has a whole pile of NPCs who are immortal for some or all of the game. And for FO4, while it is a bit better than Skyrim, someone went and made a mod to remove essential status

Starfield makes it a lot worse to the point where you have a guy telling you he wants to kill you but if you shoot him he is esential.
