You gotta think about it in current terms and think not from your own biases but the mindset of the enemies. If you were johnny jihad today and a nuclear powered cargo ship was in new york, would you consider that a hard or soft target?
If you understand these things you will undersrand why volatile poisonous reactors are not a good thing to leave in the hands of chucklefuck corpos who pay bare minimum for security.

Versus the us military who pay less than bare minimum for security? 😂 every 5 years there’s a navy base shooting because the security is hilariously bad
If you actually think corporate security is better than military you are extremely confused at best. Yes, the way military bases are run can be quite stupid. Most personnel are disarmed and going after soft targets like a cafeteria or grocery is not much harder than doing so normally. However ships are a hard target. You'd still have to get through hundreds of people with at least moderate training and conditioning, or very heavy armor if a direct attack, to actually damage or destroy a nuclear ship operated by the military. That is not the case with civilians or civilian vessels.

Homeboy, I was in the navy, everything you just said is at best laughable. You seem to forget that about 2/3s of the military is currently diversity hires.
You not only don’t need training to get on a navy ship and kill multiple people you can do it as a drug addicted contractor. The dude literally got on board a ship drugged up, took the gun from the petty office of the watch and killed her. The navy’s solution to this incident? Putting lanyards on m9s…
No not really, nuclear aircraft carriers get fucked with constantly and the nuclear powered civilian ships never had such issues.
