Most crimes outside basic labels like "murder, assault, robbery, rape" only exist to rope in people who haven't committed a real crime, but they really want to arrest them anyway.
I see why a lot of them might exist, and even be a net positive at times (like loitering), but in principle they are just rife for abuse if the cops feel like it.
Well the jail is full of whoever they swept up that night. Loitered in the wrong place, or girlfriend called the cops, or constructively drunk drove into a fire hydrant, IDK (after getting thrown out by the gf, probably, cuz it's always that day) . The real theft that goes on on a daily basis isn't investigated.
