Good effort but I'd take inspiration from the French on this one.
What they did with speed cameras was there was a small hole in the camera, they'd use expanding foam to fill it up, destroy the equipment inside and then they can't just clean it, it'd be out of action for weeks at huge expense.
I'm in favor of destroying them anyway that is possible. Foam, water, saw it off, smash it with a bat, get a screwdriver and take it apart to sell the pieces, whatever is needed.
I prefer the foam because there's no obvious damage to it so they don't know the reason until the physically check it of why it doesn't work and we all know how slow bureaucrats are.
Sounds like a great solution. Of course, torn down cameras smashed to bits on the ground I think is a good symbol too. Whichever way works at the moment.

I have to wonder if it's because regular people use roads. ULEZ is there to enrich tyranny, so there will be a lot more motivation to fix it fast.
