Nobody is ever gonna say put in 150 condos in my backyard, but I don't have sympathy for those kind of problems. You should buy enough land for a whole city then you can keep people off it. But you can't tell them what to do with theirs. I've had this out on voat so nothing said will surprise me.
It's permit issues. And, zoning laws. It's not precisely asking permission. I would consider it jumping through hoops designed to prevent more than they allow.

In many places it is asking permission. The people who staff the water board are the NIMBYs. They just have an excuse.
